The model itself is ordinary and widely used, and every relief you can recover is published government policy. What matters is whether a particular firm is worth dealing with. Five questions settle that: what counts as a saving, which period the fee covers, whether anything is payable if nothing is found, what withdrawal costs, and which company you are contracting with.
A fair question, with two answers.
Much of it has to be claimed, and nothing happens if you don’t. Small business rate relief is the clearest case. You qualify, but your council will not grant it unsolicited and will not remind you.
Council billing systems make mistakes. Wrong classifications, reliefs lost at a change of occupier, valuations that lost their thread at revaluation. None of it is a conspiracy. It’s ordinary administrative error, and there is a lot of it.

Ask for the answers in writing before you sign.
