Where values rose most, transitional relief and supporting small business relief will be doing the most work on 2026/27 bills, and the most can go wrong. Where the share at £12,000 or below is high, the question is whether small business rate relief is on the bill at all.
Central boroughs have high values and low relief shares. Outer boroughs have the reverse. The same national relief scheme lands very differently in Westminster and in Bexley.
